És la ferida sagnant que cal disminuir, frenar, pal·liar els seus
efectes socials i treballar la seva prevenció perquè, en un futur, es disposin de les eines necessàries perquè no broti amb tanta crueltat com aquests darrers anys.
El seu abordatge ha de ser des de diferents vessants. L’acció més immediata continua sent, sens dubte, treballar directament amb la persona aturada. Enguany, la Diputació de Barcelona ha injectat trenta milions d’euros als municipis perquè es contractin aproximadament 5.000 persones en atur. Però a banda de crear la feina, malauradament molta acaba sent temporal, també cal ampliar les possibilitats futures d’inserció al mercat laboral d’aquesta persona millorant la seva formació.
Treballem amb les empreses per saber els perfils més demandants, fem la formació professionalitzadora necessària i inserim la persona seleccionada a l’entorn laboral. Apostem per la indústria local com a motor de creixement econòmic i generador d’una ocupació de qualitat (tant en estabilitat com en remuneració). Els primers resultats del programa innovador Ocupació a la Indústria Local estan sent molt encoratjadors i dóna resposta a la inserció laboral de col·lectius amb especials dificultats: els joves i les persones majors de 45 anys.
Però l’altre enfoc necessari és el treball amb les empreses. Cal que aquestes no tanquin, es consolidin, creixin i, en conseqüència, creïn ocupació. Amb el programa Reempresa que impulsem amb la CECOT als municipis ja hem aconseguit salvar més de 1.000 llocs de treball. També 200 empreses que han participat al programa Accelera el creixement que impulsem amb PIMEC han crescut en facturació, beneficis i ocupació. Segons els resultats de les primeres edicions les empreses participants han incrementat de mitjana un 32% la facturació, han duplicat els beneficis i han creat cinc nous llocs de treball cada una. Una mostra de les potencialitats de les bones aliances entre l’administració pública, els agents socioeconòmics i la ciutadania.
Davant els recursos escassos cal fer programes innovadors, però aquests no serien possibles sense l’experiència i el suport de prop de trenta anys de moltes entitats locals a les polítiques de promoció econòmica i ocupació. Aquest any els Serveis Locals d’Ocupació, que conforma en l’actualitat un Sistema Públic Local d’Ocupació a la demarcació referent per a la persona aturada, celebra el 25è aniversari. Han atès més d’un milió d’usuaris i porten més de dues dècades treballant per promoure més i millor ocupació per a tothom. Una feina encomiable que cal seguir realitzant per combatre l’atur.
